This is a Semipalmated Sandpiper. These bird breed up in northern Canada and are a common migrant in eastern and central Canada and United States.
This photograph was taken at Dekorte Park which is located in New Jersey by New York City. Dekorte Park has a series of trails that you can walk out on and observe the birds on the water. I walked out and sat down at the edge of the trail and waited for a group of Sandpipers to work their way over to where I was. This picture was taken right when they were next to me. This sandpiper had just landed right in front of me, and just sat their looking around, affording me ample time to capture this and other images, before he started feeding and working away from me.
